The government has amended the rules that allowed the census schedule, which contains questions to be asked during the decennial exercise, to be both on paper and in electronic forms. According to the Census (Amendment) Rules, 2022 issued late on Friday night, the phrase “electronic form” shall have the same meaning as assigned to it in clause (R) of sub-section (1) of section 2 of the Information Technology Act, 2000.
The exercise to update the NPR was postponed last year due to the outbreak of the COVID-19 outbreak.
The Indian government has changed the reference date for the 2020 census from October 1, 2020 to March 1, 2021 in a number of states, including Jammu and Kashmir, Himachal Pradesh and Uttarakhand. The new rules define self-enumeration as “filling-up, completion and submission of census schedule by respondents themselves”.
