After being passed by the People’s Court on Monday, the Narcotics and Psychotropic Substances (Amendment) Bill of 2021 will be reviewed and passed in Rajya Sabha on Wednesday. It aims to replace the 2021 Narcotics and Psychotropic Substances (Amendment) Regulations.
Treasury Secretary Nirmala Sitalaman may introduce the bill in the second half of the proceedings of the House of Lords.
According to the PRS legislative study, this bill amended the Narcotics and Psychotropic Substances Act of 1985 to correct drafting errors. The bill regulates certain operations (such as manufacturing, transportation, and consumption) related to narcotic drugs and psychotropic substances.
The law was amended in 2014, and the number of the definition clauses for this type of illegal activity was revised. However, the penalties for funding these illegal activities have not been revised, and the earlier article numbers continue to be cited, making the penalties impossible to implement. The bill amended the penalty section to change the reference to the new clause number. Finance Minister Nirmala Sitalaman told Parliament that the retrospective clause in the bill is not “substantial” in nature.
On Wednesday, the Minister of Finance will introduce the Appropriations for 2021 (No. 5) bill in the House of Commons. The purpose of the bill is to authorize the payment and allocation of certain additional funds from the India Joint Fund for services in the 2021-2022 fiscal year. The bill was originally scheduled to be reviewed on Tuesday.
Member of Parliament (MP) Adhir Ranjan Chowdhury and Member of Trinamool Congress (TMC) Saugata Roy will seek to discuss the price increase of Lok Sabha.
