A minister tweeted a video of Russia’s attack in Ukraine’s second-largest city, Kharkiv, and condemned Moscow’s attack, which has continued for the sixth day in a row despite ceasefire talks and global pressure. “Russian missile hits Freedom Square in the center of Kharkiv. More and more innocent civilians are victims of Russian brutality. #StopWarInUkraine. (sic),” Ukrainian Minister Emine Dzheppar tweeted.

The Ukrainian foreign ministry shared the same video and tweeted: “Russia is waging war in violation of international humanitarian law. Killing civilians, destroying civilian infrastructure. Kyiv also turned to the International Court of Justice to take action against Moscow.

Reuters quoted the head of the Kharkiv region, Oleg Sinegubov, as saying that the Kremlin had committed war crimes by firing GRAD and cruise missiles at Kharkiv. Residential areas and municipal buildings were affected. “This is a war to annihilate the Ukrainian people,” said the mayor of Kharkiv.

White House press secretary Jen Psaki told reporters on Monday that some of Russia’s alleged actions in Ukraine, if true, “could amount to war crimes.”

Referring to the increase in shelling during ceasefire talks, Ukrainian President Volodymyr Zelensky said in a nightly video address: “The talks are taking place against the backdrop of the bombing and shelling of our territory, our cities. The shelling is synchronized with the negotiating process. It’s obvious. I think Russia is trying to put pressure on (Ukraine) in this simple way.”
