CJI: No foresight in drafting law clogs courts, Bihar prohibition is example

Emphasizing the importance of debate in legislation, CJI said: “Imperfect laws have led to a surge in litigation. A proposed law can only be improved through the participation of all stakeholders and meaningful debate. Parliament introduced it in the 1990s.
