States also face frequent natural disasters that require the services of their IAS officers more than anywhere else. Stalin said that in this case, forcing the state government to appoint officials will inevitably exacerbate the “governance deficit” of the states due to the shortage of officials, and it is also an “insult” to the administrative framework of the states.
