Karnataka HC order on medical test of rape victims: ‘Doctors can’t be callous’

The Karnataka High Court has ordered the Principal Secretary of the Health Department to issue a circular reiterating the duties of doctors who conduct medical examinations and write reports on sexual assault cases. The court noted instances in which doctors were callous while preparing a medical report on whether or not a minor victim had been sexually assaulted.

Pradeep was arrested by Ramamurthy Nagar police under the POCSO Act and the IPC. The doctor examined the victim on December 5, 2020 and noted that there were no injuries in external genitalia but failed to mention whether hymen was intact or not, whether she had been abused or sexually assaulted.

“This is one more classic case of negligence on the part of the doctor, who conducted the examination of the victim and not giving report and in a callous manner issuing Sexual Assault Certificate without any opinion and hence it is a fit case to direct the Principal Secretary, Health Department, to initiate the appropriate proceedings against the doctor, who had issued Sexual Assault Certificate,” the Court said.

Partha Sarathi Deb passed away on Friday, and his remains were taken to Technician’s Studio at 12 pm.

Bengali actor Partha Sarathi Deb, aged 68, passed away at a Kolkata hospital while undergoing treatment, according to his family.

Partha passed away at 11:50 pm on Friday night due to COPD-related ailments. He had been admitted to state-run M R Bangur hospital for the last month, and his condition worsened over the past week, and he was in the ICU.

Actor Jeet expressed sadness over the loss of colleague and WBAF committee member Partha Sarathi Deb on X, sharing a photo and offering condolences to his bereaved family and friends.

Actress Rupanjana Mitra announced the news on Facebook, writing a lengthy note in Bengali.

Partha, the vice president of the West Bengal Motion Picture Artists Forum, condoled the death of actor Amit Shah and announced that his body would be taken to Technician Studio, a familiar place for him.

The forum is deeply saddened by the actor’s passing and will keep his remains at Technician’s Studio on March 23, where his loved ones, teammates, and well-wishers can pay their last respects.
