Experts object to removal of cap on construction in NCR conservation zones

More than 3,000 people, including environmentalists, have opposed the removal of a 0.5 percent limit on built-up area within the National Capital Region (NCR) nature reserve in the NCR’s draft 2041 regional plan.

The draft does not mention the Aravali River and tributaries of the Yamuna and Ganges rivers among “natural areas”, prompting concern among experts who say the move will allow countries to choose which areas they want to protect sexual choice. “Natural areas” refer to areas with features such as mountains, hills, rivers and bodies of water, the draft said.

Experts also pointed out that the limit on the construction of nature reserves has also been lifted.

The NCR 2021 Regional Plan allows for agriculture, horticulture, fish farming, social forestry/plantation, including afforestation and regional recreational activities, subject to permission of the competent authority, up to 0.5% of the floor area.

“However, in the 2041 draft regional plan, the zoning provision has been removed. We oppose this removal. It may also be noted that in 2013-14 a similar attempt to remove restrictions on construction was met with Objection by the MoEFCC [Ministry of Environment, Forests and Climate Change], which said in a letter dated April 25, 2014, “in the paragraphs that prescribe permitted activities in some nature reserves (other than forests and protected areas), area recreation The regulations for the activities can be reverted to “no more than 0.50% of the area for recreational activities in the area is permitted by the competent authority under the environmental law”. This should be complied with in RP 2041,” said a comment paper on the Drat Regional Plan 2041.
