Odisha govt allows only green firecrackers for sale & use, bans other firecrackers
Before the upcoming Diwali, the Orissa state government has banned the use of firecrackers throughout the state. In addition, the government only allows green biscuits to be sold and used in places where Diwali celebrations are held. On Monday, the Special Relief Commissioner (SRC) issued an order stating that the state will mainly ban the use and sale of firecrackers during Diwali, Chhat Puja and Kartik Purnima, and only allow the use of green fireworks. In addition, SRC has issued some guidelines on the sale and use of firecrackers during these festivals.
The order stated that “the sale and use of fireworks is limited to the definition and development of “green fireworks” as set forth by the CSIR-NEERI (Council for Scientific and Industrial Research-National Environmental Engineering Research Institute).” It added: “It should also continue to be banned. Sell and use connected firecrackers (series firecrackers or /laril)”.
The guide further informs that traders or sellers who have obtained a certificate from the Petroleum and Explosives Safety Organization and have presented the certificate should also be allowed to sell their products after proper inspection of their inventory. In addition, the seller also needs to deposit the PESO certificate in the district government or the police chief to obtain the permission to sell green fireworks.
Those who have not obtained the certificate will not be allowed to sell their products. On websites that sell green fireworks, the guidelines recommend that the designated websites be published by the authorities and not allowed to be used on the Internet.
The Odisha government has further instructed the relevant authorities to ensure the correct implementation of the prescribed guidelines to protect the sale and use of banned firecrackers.
