Indian envoys and mission officers to be judged on 3Ts
To keep up with Prime Minister Narendra Modi’s target of $400 billion in merchandise exports, the Ministry of Foreign Affairs (MEA) has directed all its missions abroad to assess all officials based on the 3T only. The three T’s are trade, technology and tourism.
While India is expected to hit the $400 billion target by March 31, 2022, Foreign Secretary Harsh Shringla has written to all ambassadors and heads of mission, saying that the entire mission should function as a team, while Not leaving India. Strengthen the work of 3Ts for relevant personnel.
India’s commercial exports have exceeded $334 billion, the highest on an annual basis. It is also higher compared to past achievements in any 12-month period.
On August 6, 2021, Prime Minister Narendra Modi addressed the heads of delegations virtually, focusing on strengthening Indian exports, sourcing high-end technology for India, and promoting India as a global tourism destination.
It is in this context that Foreign secretary Shringla reminded all heads of mission last week that the annual assessment of all officials at the embassy will focus on the performance of the 3Ts, including the ambassador himself. Obviously, every officer must self-assess his performance on the 3Ts and then set goals for the next few years.
While the mission focus is on the 3Ts, the MEA also decided to change the criteria for out-of-country assignments, prioritizing language speakers and expertise in the countries they are serving or will serve. It is understood that the Preference Ambassador position will be awarded to officials who speak the language of the country to which they are posted and have experience. In the future, officials will have fewer opportunities to secure positions around the world as priority areas are identified and past experience will be key to future positions. A case in point is Pradeep Rawat travelling to China as an Indian ambassador as the officer speaks the language to understand the nuances and has served the region throughout his career .
